TOCFL Level 2 (基礎級): Requirements, Score, and What It Proves

What does TOCFL Level 2 certify?

TOCFL Level 2 certifies A2-level Chinese: SC-TOP’s ability descriptors say a Level 2 reader understands short texts written with everyday or common workplace vocabulary, and a Level 2 listener understands short exchanges and picks out the main points when speech is clear and slow.

• Reading: 「能理解用日常生活詞彙或工作常用詞彙寫成的簡短文章。」 — you can understand short texts written with everyday vocabulary or vocabulary common at work.
• Listening: 「當言語清楚且緩慢的情況下，對於簡短的言談，能理解內容與掌握重點。」 — when speech is clear and slow, you can understand short exchanges and grasp the main points.

Level 2’s reading descriptor is the first with no support condition attached: Level 1’s still assumes visual support and the chance to re-read (在有視覺協助及可重複閱讀的情況下). It still assumes slow speech, though — the condition Level 3 relaxes to clear, standard speech on familiar topics. Level 2 is the upper half of Band A.

What score do you need for TOCFL Level 2?

You need 57 in listening and 60 in reading, each out of 80, on the Band A paper — or 435 in listening and 450 in reading, each out of 700, if you sit the computer-adaptive test instead.

• Band test (the Band A paper): Listening 57 / Reading 60, out of 80 per section.
• Computer-adaptive test: Listening 435 / Reading 450, out of 700.

There is no separate Level 2 exam. You sit the Band A paper, and SC-TOP divides each band into its two levels by test score: on the same paper, 41 in listening and 42 in reading certifies Level 1, and 57 and 60 certifies Level 2. The listening paper is 50 questions in about 60 minutes, the reading paper 50 questions in 60 minutes, and each is scored against its own threshold.

How many words do you need for TOCFL Level 2?

Between 1,000 and about 1,200: SC-TOP’s CEFR comparison table puts Level 2 at 1,000 words, its registration guidance suggests 1,200, and the official 8,000-word list (華語八千詞表) contains 1,226 words cumulatively through Level 2.

• 1,200 — suggested vocabulary (建議詞彙量) on SC-TOP’s registration-guidance page.
• 1,226 — actual entries in the official list up to and including Level 2: 485 new at Level 2 on top of 741 through Level 1.

The three figures come from the same organisation for different purposes, which is why third-party guides quote different numbers for the same level. If you want one number to plan around, the list itself — 1,226 — is the one you can actually study from.

CiaoSpeak’s own curriculum teaches 900 words through the end of Band A, chosen for Taiwan daily life — night-market ordering, MRT travel, convenience stores. It is not the official list, but it is built against the same target.

How many study hours does TOCFL Level 2 take?

SC-TOP suggests 240–360 hours of study for Level 2 if you learn in a Chinese-speaking region, and 480–720 hours if you learn outside one.

The ranges continue from Level 1’s (120–240 and 240–480 hours), so we read them as total study time from zero. SC-TOP labels them a reference only (僅供參考), since pace depends on the learner and the study conditions. At 30 minutes a day, 240 hours in Taiwan is about 16 months; 480 hours abroad at the same pace is over two and a half years.

Who needs TOCFL Level 2?

Level 2 is the certificate named in relocation guides for foreign engineers in Taiwan’s semiconductor industry, which describe it as a Mandarin milestone expected within roughly 18 months on a standard work permit. We could not confirm that rule against a single Workforce Development Agency page, so check your own permit conditions; the details and a study plan for working professionals are in TOCFL Level 2 for Taiwan’s Semiconductor Engineers.

It is not the scholarship threshold. The Ministry of Education’s 2026 Taiwan Scholarship announcement we checked asks for TOCFL Level 3 or above for programs not taught entirely in English — see the Level 3 page for that.
