TOCFL Level 3 (進階級): Requirements, Score, and What It Proves

What does TOCFL Level 3 certify?

TOCFL Level 3 certifies B1-level Chinese: SC-TOP’s ability descriptors say a Level 3 listener understands the gist and important details of clear, standard speech on familiar work, study and leisure topics, and a Level 3 reader can follow articles on subjects they care about or work in, provided the writing is plain.

• Listening: 「當談話內容為與工作、學習、娛樂相關的熟悉話題，且講話人的口齒清晰、語音標準時，能了解內容大意和重要細節。」 — when the conversation is on a familiar topic related to work, study or leisure, and the speaker is clear and uses standard pronunciation, you can understand the gist and the important details.
• Reading: 「能讀懂個人感興趣的主題或與專攻領域相關的文章；前提是文章以淺白、平鋪直敘的方式寫作而成。」 — you can read articles on topics that interest you or relate to your field, provided they are written in plain, straightforward language.

Both descriptors carry conditions — a familiar topic, a clear speaker, plainly written text. Those conditions are the practical line between Level 3 and Level 4, whose descriptors drop them. Below Level 3 sits Level 2, the top of Band A; Level 3 is the lower half of Band B.

What score do you need for TOCFL Level 3?

You need 46 in listening and 48 in reading, each out of 80, on the Band B paper — or 480 in listening and 490 in reading, each out of 700, if you sit the computer-adaptive test instead.

• Band test (the Band B paper): Listening 46 / Reading 48, out of 80 per section.
• Computer-adaptive test: Listening 480 / Reading 490, out of 700.

There is no separate Level 3 exam. You register for the Band B paper, and SC-TOP divides each band into its two levels by test score, so the same paper certifies Level 3 or Level 4 depending on how you do. Listening and reading are separate papers of 50 multiple-choice questions each, about 60 minutes apiece, and each is scored against its own threshold.

One number looks wrong and is not: Level 3’s 46 in listening is lower than Level 2’s 57. Level 2 is scored on the Band A paper and Level 3 on the harder Band B paper, each on its own 80-point scale, so a 46 in Band B represents more ability than a 57 in Band A. Scores only compare within a band.

How many words do you need for TOCFL Level 3?

About 2,500: SC-TOP’s registration guidance suggests 2,500 words for Level 3, its CEFR comparison table also puts Level 3 at 2,500, and the official 8,000-word list (華語八千詞表) contains 2,399 words cumulatively through Level 3.

From Level 3 up, two of SC-TOP’s three figures agree exactly and the list itself is within about a hundred words of them. Lower down they diverge — at Level 2 the same body publishes 1,000, 1,200 and 1,226 — which is why third-party guides so often quote different numbers for the same level.

An honest note on CiaoSpeak: our curriculum teaches just over 1,000 words cumulatively. That covers everything up to Band A and the opening stretch of Band B — it gets you to the start of Level 3, not across it.

How many study hours does TOCFL Level 3 take?

SC-TOP suggests 360–480 hours of study for Level 3 if you learn in a Chinese-speaking region, and 720–960 hours if you learn outside one — twice as long.

The ranges pick up exactly where Level 2’s leave off (240–360 and 480–720 hours), so we read them as total study time from zero rather than extra hours on top of Level 2. SC-TOP labels them a reference only (僅供參考): pace depends on the learner, how dense and continuous the study is, and whether there is Chinese around you outside class. The doubling for learners abroad is the part worth planning around — at an hour a day, 720 hours is roughly two years.

Who needs TOCFL Level 3?

Anyone applying for the Ministry of Education’s Taiwan Scholarship to study a program not taught entirely in English needs it: the 2026 Taiwan Scholarship announcement we checked requires a TOCFL result at Level 3 or above and states that HSK is not accepted. That is the edition published for applicants from Laos by the Taipei Economic and Cultural Office in Vietnam, so confirm the version for your own country.
